India does hold modest critical mineral stocks and has been exploring ways to diversify supply away from China. Without those, this looks less like an operational plan and more like signaling—aimed at both domestic industry and geopolitical rivals.

Why It Matters in the Rare Earth Chess Game

What is undeniable is the context: China is tightening the screws. By some estimates, over half of China’s rare earth imports come from Myanmar, making the Kachin mines central to Beijing’s magnet supply chain. If India can lock in supplies—whether through stockpiles, domestic development, or unconventional deals with non-state actors—it positions itself as less vulnerable to China’s weaponization of exports.

For investors, the headline should be read as an early tremor, not an earthquake. India may eventually build a reserve, but the mechanics are years away. The real takeaway is that New Delhi is experimenting—publicly and privately—with every lever at its disposal to break Beijing’s monopoly.
