On September 8, Meng Fanying, Party Secretary and Chairwoman of Baotou Iron & Steel Group (Baogang), led a delegation to Hulunbuir City and the Inner Mongolia Forest Industry Group (Sen Gong Group).
The back-to-back visits signal Baogangโs intent to deepen resource partnerships at a time when China is accelerating its rare earth and mineral strategies.
In Hulunbuir, Meng thanked city leaders for their longstanding policy and service support, noting that the local government has created โa strong environment for Baogangโs growth.โ She called for both sides to fast-track existing cooperation projects while widening collaboration into new fields, explicitly tying the effort to Inner Mongoliaโs โfive major tasks,โ Beijingโs shorthand for structural industrial upgrades in the region. Mayor Ji Yongqian responded that Hulunbuir has โunique resource advantagesโ and is undergoing a crucial industrial transformation. The second stop underscored mining ambitions. In talks with Zhang Liang, Party Secretary and Chairman of the state-owned Sen Gong Group, Meng pushed for both companies to seize on Beijingโs new โstrategic mineral exploration campaignโ and pursue โall-round, multi-dimensional, and deep-level cooperation.โ The focus: efficient mineral exploration, rational development, and secure long-term supply. She framed the partnership as part of state-owned enterprisesโ duty to deliver on โtwo big prioritiesโ for the regionโexpanding resource security and achieving higher-value industrial positioning.
Zhang echoed the call, stressing that both Baogang and Sen Gong are โlarge SOEs with a shared mission.โ He said their cooperation had already yielded results, and the future outlook was โbroad,โ particularly in mineral development and resource utilization.
