China's state-owned rare earth producer China Northern Rare Earth (Group) High-Tech Co., Ltd. announced that two affiliated companies—Hefa Rare Earth and the Baotou Rare Earth Exchange—have been named Innovative Small and Medium-sized Enterprises (SMEs) by the Inner Mongolia Autonomous Region Department of Industry and Information Technology in its first 2026 recognition program.

The designation is part of China's national industrial development strategy rather than an award for a specific technological breakthrough. It recognizes companies considered to possess strong innovation potential, technical specialization, and future growth prospects.

Building a Pipeline of Strategic Companies

According to the announcement, Innovative SMEs represent the first stage in China's multi-tiered enterprise development system, which progresses from Innovative SMEs to Specialized and Sophisticated SMEs and ultimately to nationally recognized "Little Giant" enterprises. Northern Rare Earth said it has established an internal program to cultivate companies serving priority industries and strategic supply chains.
