The next battle over rare earths will not begin with a new mine—it will begin with who finances the next one. Harena Rare Earths' (opens in a new tab) (LSE:HREE) receipt of up to $4.84 million from the U.S. International Development Finance Corporation (DFC) to advance Madagascar's Ampasindava ionic clay project marks another step in Washington's effort to reduce dependence on China's rare earth supply chain. Investors, however, should distinguish strategic momentum from commercial reality. The funding advances permitting, pilot work, and technical studies—not mine construction, separation capacity, or magnet manufacturing. Washington Writes Its Next Check—Not Yet Its Next Supply Chain

The rare earth race is no longer won by whoever discovers the next deposit. It is increasingly won by whoever finances, builds, and ultimately controls the industrial supply chain that follows. Every new government investment is becoming a geopolitical signal as much as a commercial one.

That is the defining feature of Great Powers Era 2.0™, where competition is increasingly measured not by military alliances alone but by control of strategic industrial ecosystems. Against that backdrop, the United States has taken another meaningful—though still early—step into China's longstanding sphere of influence across African critical minerals by backing Harena Rare Earths' Ampasindava project with up to $4.84 million in DFC development funding.

The funding supports permitting, environmental studies, pilot-plant development, and technical work—not construction. Harena continues to target first production around mid-2028, assuming permitting, financing, and technical milestones are successfully completed.

A Strategic Deposit—Still Climbing the Development Curve

Ampasindava is one of the most significant ionic clay rare earth deposits outside China. That distinction matters because ionic clay deposits are the world's principal commercial source of heavy rare earth elements such as dysprosium and terbium, alongside neodymium and praseodymium—the magnet materials essential to electric vehicles, robotics, wind turbines, and advanced defense systems.

Investors should also recognize where the project stands today.

Ampasindava remains a development-stage asset advancing toward definitive feasibility and, ultimately, a construction decision. Commercial recoveries, operating costs, financing, environmental approvals, and downstream processing arrangements remain to be demonstrated. The DFC funding meaningfully reduces development risk, but it does not yet validate commercial execution.

What the Headlines Capture—And What They Miss

The reporting is largely accurate.

DFC has executed a Project Development Funding Agreement with Harena covering permitting, environmental studies, and proof-of-concept pilot work. The agreement also establishes a pathway under which DFC may consider substantially larger financing following additional due diligence.

What deserves equal attention is what this announcement does not accomplish. Mining is only the opening chapter of the rare earth story. Separation, refining, metal production, alloy manufacturing, and magnet fabrication remain overwhelmingly concentrated within China's industrial ecosystem.

Harena has identified MP Materials, USA Rare Earth, and Solvay as potential downstream partners, but those discussions should not be interpreted as binding commercial processing agreements. Likewise, Harena's projected production—including approximately 1,700 tonnes annually of magnet rare earth oxides (NdPr plus DyTb)—remains company guidance pending feasibility work, pilot-scale validation, permitting, financing, and sustained commercial operations.

The Rare Earth Exchanges View

Viewed through the lens of Great Powers Era 2.0, this announcement is less about one mine than about the architecture of future supply chains.

Washington increasingly recognizes that owning upstream resources alone does not create strategic independence. The real contest stretches across every link in the value chain—from mining and separation to metals, alloys, magnets, and ultimately defense manufacturing.

DFC's investment signals that the United States intends to compete earlier in project development rather than waiting for the next supply crisis. Whether that strategy ultimately succeeds will depend less on Madagascar's geology than on whether the West can finally build the integrated midstream industrial base needed to transform rare earth ore into finished magnetic materials.

Until that industrial bottleneck is broken, China retains the decisive advantage—not because it controls every significant deposit, but because it continues to control much of the infrastructure that converts rare earths into economic and military power.
