_On July 24, Baogang Group held its 24th Standing Committee meeting of the year—alongside its Party Construction Leadership Group session—at the company’s headquarters in Room 812 of the Information Building. The meeting was chaired by Party Secretary and Chairman Meng Fanying, with General Manager and Deputy Party Secretary Li Xiao and other senior executives in attendance._
Baogang Group is the umbrella company over the China Northern Rare Earth state-owned entity.
Main Agenda: Xi Jinping’s Key Economic and Diplomatic Directives
The meeting opened with a deep study of several key speeches and writings by President Xi Jinping, including:
- Remarks from the 6th Meeting of the 20th Central Financial and Economic Affairs Commission
- Addresses at the Central Urban Work Conference
- Diplomatic statements during meetings with Shanghai Cooperation Organization foreign ministers
- Xi’s recent article in Qiushi magazine, titled “Unwaveringly Advance High-Level Opening-Up”
Executives were tasked with implementing these directives within Baogang’s corporate operations.
National Strategy Meets Corporate Execution
Baogang leadership emphasized the need to align with the “Five Unifications and One Opening” national economic framework and contribute to the development of China’s unified domestic market. The company will closely monitor central policy developments and strengthen coordination with industry associations to capitalize on emerging opportunities.
In line with China’s urban development strategy, the group will orient future product R&D around “high-quality urbanization,” including plans for a green, city-integrated steel plant. This aligns Baogang’s industrial planning with the country’s urban renewal agenda.
On the international front, the group reaffirmed its commitment to the Belt and Road Initiative and pledged to actively pursue international partnerships and market expansion. The Mozambique cooperation signed earlier this month (see July 26 REEx report) was cited as a step forward in this effort.
Party Discipline and Governance
The meeting also reviewed the Party’s education and discipline program, stressing the importance of continued ideological study, anti-corruption efforts, and behavioral rectification—particularly regarding illicit gifts, banquets, and bureaucratic misconduct. The leadership endorsed the use of high-profile disciplinary cases as educational examples to reinforce integrity and drive reforms deeper into operations.
