BaogangGroup, the state-owned steel and rare earth powerhouse, hosted two high-level meetings on August 20 that underscore its dual strategy: deepening academic collaboration and expanding industrial partnerships to accelerate innovation, digitalization, and green manufacturing.
Beijing University of Science and Technology Partnership
Baogang Chair and Party Secretary Meng Fanying met with Wu Guilong (opens in a new tab), Party Secretary of the Beijing University of Science and Technology (USTB), and Academician Shao Anlin (opens in a new tab) of the Chinese Academy of Engineering. Discussions centered on strengthening research collaboration, accelerating the conversion of scientific breakthroughs into industrial productivity, and addressing Baogangโs talent pipeline. Meng emphasized that years of joint R&D had already produced important technical outcomes and highly trained professionals. Going forward, Baogang aims to focus on critical and frontier technologies tied to national strategic needs, especially those advancing resource utilization and rare earthโsteel integration.

USTB highlighted its specialized disciplines and innovation resources, pledging to build platforms that integrate research, training, and industrial deployment. Wu noted that both sides could leverage new โapplication scenariosโ for breakthroughs, ensuring dual transfer of talent and technology in support of Chinaโs strategic resource security and steel sector modernization.
Nanjing Iron & Steel (Nangang) Exchange
Later that day, Meng also met with Huang Yixin (opens in a new tab), Party Secretary and Chairman of Nanjing Iron & Steel Group (Nangang). The talks focused on expanding cooperation in digital transformation, intelligent manufacturing, and low-carbon development. Meng praised Nangang as an industry leader in digitalization and a benchmark for Baogang as it transitions toward becoming a comprehensive materials supplier and modern services provider.
Huang responded that Baogangโs depth and strategic importance made it a natural partner, noting that both firmsโ strategies now align around digitalization and decarbonization. Nangang sees โbroad prospectsโ for collaboration in new industrial fields that enhance core competitiveness and mutual growth. Before the meeting, the Nangang delegation toured Baogangโs cold-rolled rare earth steel plant and its technology center, underscoring shared interests in advanced materials and value-added steel products.
Relevance Westeward
- Talent + Technology Fusion: China is tightening the universityโindustry pipeline, directly channeling R&D into rare earth and steel production capacity.
- Digital + Green Alignment: Both Baogang and Nangang are positioning for leadership in smart manufacturing and carbon reduction, raising competitive pressure on Western steel and specialty materials producers.
- Strategic Synergy: The integration of rare earth innovation into steelmaking highlights how China is embedding its critical minerals advantage deeper into industrial supply chains.
