China Breaks Ground on $3.3B Rare Earth Lithium Battery Project in Xining

Construction has officially begun on a major rare earth lithium battery and PACK production facility in the Nanchuan Industrial Park of Xining’s (opens in a new tab) national-level economic and technology development zone. The project, led by Nongfa Holdings (Beijing) Co., Ltd., carries a total investment of 23.8 billion yuan (~$3.3 billion) and is designed to produce 6 gigawatt-hours (GWh) of rare earth lithium batteries annually.

For Qinghai—a province already central to China’s clean energy ambitions—this marks a milestone in building out the lithium supply chain and pushing toward the country’s “dual carbon” (carbon peak and neutrality) targets.

What’s Special About These Batteries

The plant will manufacture batteries that blend rare earth materials with lithium chemistry, offering advantages touted as high energy density, long cycle life, and enhanced safety. According to project disclosures, the batteries feature ultra-low temperature performance, able to charge and discharge at -55°C, a breakthrough that could open new applications in cold-weather environments.

Backed by 32 proprietary patents, the technology is targeted for deployment across grid-scale energy storage, data center backup power, and electric vehicles—sectors Beijing considers strategic both for domestic growth and export competitiveness.

Scale and Economic Impact

Once operational in June 2026, the project is expected to generate an annual output of 43.2 billion yuan (~$6 billion), catalyzing an industrial cluster effect around upstream materials, downstream integration, and supporting industries. For Xining and Qinghai, the facility is positioned as a “new benchmark” for the regional new energy sector, strengthening China’s overall dominance in green energy manufacturing.

For the U.S. and its allies, the implications are twofold:

  • China is moving aggressively into rare earth–enhanced lithium battery chemistry, combining two areas of Western vulnerability—rare earth supply and advanced battery technology.
  • The project’s focus on grid storage and EV markets underscores Beijing’s determination to control not only resource extraction but also the applied technologies that drive global energy transition supply chains.

With commercialization slated in less than two years, this facility could further widen the technology and scale gap in strategic clean energy infrastructure.
