Europe's Rare Earth Dream Takes a Step Forward-But Investors Should Keep Their Feet on the Ground

Técnicas Reunidas (opens in a new tab), the Spanish engineering group, says it has produced its first kilograms of commercial-specification neodymium-praseodymium oxide, or NdPr oxide, using its proprietary RARETECH® separation process at a pilot plant in Madrid. The milestone is part of the European Union's PERMANET project, which aims to build a European permanent magnet value chain. The achievement matters because NdPr is a core input for high-performance magnets used in electric vehicles, wind turbines, robotics, and defense systems. But this is not yet commercial-scale proof. It is a pilot milestone—and investors should read it that way.

What is RARETECH?®

The RARETECH® separation process, developed by Rare Earth Technologies, Inc., is a next-generation rare earth refining technology that uses specialized chromatographic columns and proprietary resins to separate and purify rare earth elements with far fewer processing steps than conventional solvent extraction. According to the company, the system can achieve commercial-grade purity—up to 99.999% in some applications—through a streamlined column-based approach rather than the hundreds of mixer-settler stages typically required in traditional rare earth separation plants. The process is designed to use recyclable, non-toxic solvents, potentially reducing waste, environmental impact, and plant footprint while improving operational efficiency. Another notable feature is feedstock flexibility, allowing the system to process mined concentrates, manufacturing scrap, tailings, and recycled permanent magnets. While the technology's environmental and operational claims are compelling and could represent a significant advance if demonstrated at industrial scale, the key question for investors remains commercial validation: whether the process can consistently deliver high recoveries, competitive costs, and large-scale throughput in real-world rare earth production environments.

The Refinery Is Where the War Is Won

Rare earths are not won at the mine gate. They are won in separation, purification, metallurgy, and magnet-making.

Técnicas Reunidas reports that its Madrid Technology Center (opens in a new tab) has produced NdPr oxide meeting commercial purity and specification standards through RARETECH®, its in-house rare earth separation and purification technology. That is a real technical step for Europe, which still lacks the integrated rare earth processing and magnet ecosystem needed to reduce reliance on China.

Europe Tries to Build the Missing Middle

The company also links the achievement to PERMANET, an EU Horizon Europe (opens in a new tab) project led by Técnicas Reunidas and involving 34 partners from 11 countries. Its stated goal is to create a European value chain covering extraction, processing, refining, and permanent magnet manufacturing. Técnicas Reunidas has also signed agreements to apply RARETECH® to projects involving Osmond Resources in Jaén, Spain, and St George Mining in Araxá, Brazil.

The Kilogram Problem

The press release is promotional, and understandably so. But the missing numbers matter. It does not disclose recovery rates, feedstock chemistry, impurity handling, operating costs, throughput, waste management, capex, opex, or a timeline to commercial production.

Producing kilograms of NdPr oxide is not the same as producing thousands of tonnes profitably, reliably, and at Chinese-cost competition levels.

The REEx Takeaway

This is not a market-moving breakthrough. It is a credible pilot-scale signal, however, and it deserves some press. Europe is slowly assembling the missing middle of the rare earth supply chain: separation technology, engineering capacity, project partnerships, and magnet ambitions. In the Great Powers Era 2.0, that matters. China still dominates the game—but Europe has picked up a tool and entered the workshop.
