Headquartered in the Western Cape of South Africa, the project is run by Steenkampskraal Monazite Mine (SMM) and Steenkampskraal Holdings Limited in partnership with Bora Mining Investments. While it is a private entity, it has also received funding from the Industrial Development Corporation (IDC), which is a state-owned development finance institution in South Africa.

SMM, one of the world's highest-grade rare earth and thorium deposits, is controlled through Steenkampskraal Holdings and the Steenkampskraal Worker's Trust, combining private-sector leadership with broad-based local participation. The project is led by Executive Director and Chairperson Dr. Enock Mathebula, a mining entrepreneur whose Bora Mining group has become a key strategic partner in the mine's redevelopment. Operational leadership includes Acting CEO Robbie Louw, a chemical engineer with extensive experience in minerals processing and energy industries, and CFO Tyrone Searle, a mining executive with more than three decades of financial and operational experience. Supporting the project's development, South Africa's Industrial Development Corporation (IDC) has provided critical funding for construction of the mine's metallurgical processing facilities, reflecting the project's growing importance within South Africa's broader critical minerals beneficiation strategy.
