Wyoming’s Bear Lodge Rare Earth Project is back on Washington’s critical-minerals fast track—and back in a long-running cultural and environmental fight. Native News Online reports that public comments are being sought on the proposed mine near Mato Tipila (Devils Tower), sacred to the Lakota and other Indigenous peoples. The underlying strategic issue is substantial: Bear Lodge contains magnet rare earths including neodymium, praseodymium, dysprosium, and terbium, precisely the materials Washington wants outside Chinese-controlled supply chains.

REEx Insight — Strategic Ore Meets Sacred Ground

This is where America’s critical-minerals policy becomes difficult. Bear Lodge could strengthen domestic rare-earth security, but accelerated permitting does not erase environmental, radiological, or tribal-consultation obligations. The project entered the federal FAST-41 program in March 2026, while the U.S. Forest Service leads its NEPA review. Federal permitting is currently expected to continue through 2027, with Rare Element Resources targeting completion of federal and state permitting and licensing in early 2028.

The Details Matter

One correction is important: the Native News Online (opens in a new tab) article identifies the applicant as “Rare Earth Minerals Inc.” The project is being advanced by Rare Element Resources Ltd. (OTCQB: REEMF). Its current plan contemplates a roughly 22-year, small-scale open-pit operation at Bull Hill, with approximately 260 acres of estimated public-land disturbance—not simply a generic 100-plus-acre pit.

The investment case also extends beyond mining. Rare Element Resources has begun operating its Upton, Wyoming demonstration separation plant, designed to validate proprietary processing technology before a commercial facility is built. That is significant: ore in the ground does not break Chinese dependence; qualified separated oxides do.

The tension is therefore real—not propaganda from either side. America needs domestic rare earths. Indigenous cultural concerns and environmental risks also require rigorous review. The winner will be the project that can prove it can deliver both strategic minerals and a defensible social license.
