Sweden has produced something rarer than another critical-minerals strategy: a roadmap that admits where the industrial system is broken. The 2026 Swedish Metals & Minerals Roadmap, looking toward 2035–2045, spans exploration, mining, processing, metallurgy, manufacturing, recycling, skills, and economics. Its critical message for rare earth investors is unmistakable: Sweden and Europe still lack sufficient critical-raw-material refining capacity.

REEx Insight: The Mine Is Only the Opening Act

The roadmap validates a central Rare Earth Exchanges® thesis: geology does not equal supply-chain security. Mineral processing and metallurgy convert resources into usable materials, and weakness there constrains both value creation and resilience. That is precisely where Western rare-earth ambitions repeatedly collide with industrial reality.

Sweden Diagnoses the Bottleneck—But Cannot Yet Price the Cure

The document is strongest when discussing what prevents investment: long permitting, inadequate pilot and demonstration infrastructure, limited refining capacity, and uncertain economics. It explicitly warns that future prices for low-volume materials such as rare earth elements (REEs) are difficult to predict, hampering investment.

But investors should distinguish roadmap from capacity. The document provides no REE production forecast, project economics, capex, operating costs, or committed refining tonnage. Its 2035–2045 “desired future states” are objectives—not bankable supply. That is the important omission. Sweden understands the system. Now comes the expensive part: building it.
