Trilogy Metals Secures $35.6 Million U.S. Government Investment for Alaska Critical Minerals

Washington is no longer merely subsidizing critical minerals—it is buying equity. The U.S. Department of War has executed definitive agreements for a $35.6 million strategic investment in Trilogy Metals (NYSE American/TSX: TMQ), supporting copper, cobalt, and potential germanium development at Alaska’s Upper Kobuk Mineral Projects (opens in a new tab) (UKMP). The transaction gives the government roughly 10% direct ownership plus warrants representing another 7.5%. Closing is expected in September.

REEx Insight: Washington Becomes a Mining Investor

The headline is bigger than Trilogy. Washington is increasingly using its balance sheet to change the cost of capital for strategically important mineral projects—precisely where China has enjoyed an enormous structural advantage.

But investors should separate geology, financing, and production. Government ownership does not turn UKMP into a mine. Arctic remains a development-stage polymetallic VMS deposit; Bornite is earlier-stage. Infrastructure, permitting, engineering, financing, and ultimately downstream processing still stand between resources underground and secure U.S. supply.

Germanium deserves particular caution. The government release describes substantial germanium resources, but Trilogy’s published Bornite work identified germanium through limited core sampling—84 samples from five drill holes, ranging from below 1 to 125 ppm. That establishes geological presence, not yet a conventional germanium mineral resource or reserve.

The Road Changes the Equation

UKMP is held through Ambler Metals, Trilogy’s 50/50 joint venture with South32. The proposed 211-mile Ambler Access Road is therefore the project’s strategic artery: without economical access, world-class geology can remain stranded rock. One additional nuance: the $35.6 million is not simply cash paid entirely into Trilogy. Earlier disclosures show roughly $17.8 million goes to Trilogy and $17.8 million to South32, with proceeds ultimately reinvested into Ambler Metals.
