The West had a good week. China did not have a bad one. USA Rare Earth secured a $1.55 billion financing and purchase structure around Serra Verde; Energy Fuels acquired Australian Strategic Materials, adding operating rare-earth metal and alloy capacity in South Korea; and Lynas posted record FY2026 revenue of A$977.9 million.

The money is finally chasing the right bottlenecks. Serra Verde's 15-year offtake includes extraordinary floors of $2,050/kg for terbium and $575/kg for dysprosium. Energy Fuels is moving beyond oxide into metals and alloys. These are real steps toward an ex-China supply chain. But here is what investors may be missing: Western investment remains concentrated around Nd, Pr, Dy, and Tb. China still dominates the broader industrial ecosystem—including smaller-volume rare earths such as samarium, yttrium, gadolinium, europium, holmium, and lutetium.
Meanwhile, November 10, China's export-control reprieve deadline, approaches. January 1, 2027 brings tougher U.S. defense magnet sourcing restrictions.
The REEx takeaway: capital committed is not capacity built—and capacity built is not qualified production.
