Brazil's Senate has approved PL 2,780/2024, establishing a National Policy for Critical and Strategic Minerals and a new council focused on industrialization; the measure now proceeds for presidential sanction. The package combines a proposed R$2 billion mineral-activity guarantee fund with R$5 billion in tax incentives aimed at processing and transforming strategic minerals inside Brazil. REEx Insight | Brasília Is Targeting the Right Battlefield

Brazil's rare-earth endowment matters, but geology alone does not break China's leverage. The harder chokepoints lie downstream: separation, refining, metals, alloys and permanent magnets. And in this emerging Great Powers Era 2.0, that makes the processing incentives strategically more interesting than another exploration headline. The legislation explicitly encompasses beneficiation, transformation, innovation, technology and industrialization.

Brazil may also be emerging as a critical-minerals swing power. Rather than choosing Washington or Beijing exclusively, Lula is signaling openness to U.S., Chinese, European and Indian participation while demanding greater Brazilian value capture. The opportunity is leverage through optionality.

Capital Is Already Arriving

USA Rare Earth (opens in a new tab) has agreed to acquire Serra Verde, owner of the producing Pela Ema mine in Goiás, for approximately $2.8 billion. Serra Verde is particularly strategic because it produces Nd, Pr, Dy and Tb—the four magnetic rare earths—at scale outside Asia.

Environmental opposition cannot simply be dismissed. Faster permitting without credible community and environmental safeguards can exchange regulatory delay for litigation, political resistance and project risk.

REEx bottom line: Brazil possesses extraordinary geological potential. The harder test is industrial execution. If Brasília converts these incentives into separation, metals and eventually magnets, Brazil becomes considerably more important to diversification from China. If the result is simply more concentrate leaving Brazilian ports, China's downstream moat barely moves.
