Brazil's 21 Million Tonnes of Rare Earth Reserves Move Into U.S.-China Crossfire

Sep 25, 2026

2 minute read.

Highlights

  • Brazil holds 21 million tonnes of rare earth reserves, second only to China, yet produced just 2,000 tonnes in 2025.
  • The 2025 presidential election is partly a contest over whether Brazil aligns with Washington or maintains independence toward China.
  • Brazil's September 2025 critical-minerals law explicitly promotes domestic processing, giving Brazil leverage over competing global powers.
  • The real strategic prize is downstream control—separation, magnet-grade oxides, metals, alloys, and magnets—not raw ore access.

Brazil's rare earths are becoming geopolitical currency. An IPS Journal analysis (opens in a new tab) by Sandra Weiss portrays October's presidential election as partly a struggle over whether Brazil tilts toward Washington or maintains its more independent posture toward China. Its mineral premise is solid: United States Geological Survey (USGS) estimates Brazil holds 21 million tonnes of rare-earth reserves, second only to China, yet produced just 2,000 tonnes in 2025. The political conclusions require more caution. The article cites a 22-page proposal envisioning closer U.S.-Brazil critical-mineral integration under a possible Flávio Bolsonaro presidency, but that proposal itself does not establish government policy.

REEx Insight — Great Powers Era 2.0 Comes to Brazil

REEx has been tracking this collision for months. In "Brazil: The New Battleground in Great Powers Era 2.0," we argued that the strategic prize is not Brazilian ore but control of what happens after mining. Our subsequent "Brazil Rare-Earth Review Maps Resource-to-Magnet Gap" sharpened the point: separation, magnet-grade oxides, metals, alloys, and magnets remain Brazil's critical missing links.

That framework makes the election story more interesting—and less partisan. Neither Washington nor Beijing wins merely by securing mines. Brazil gains leverage if it forces competing industrial ecosystems to build downstream capacity on Brazilian soil.

Brazil's September critical-minerals law reinforces precisely that ambition, explicitly promoting domestic processing and transformation.

Beyond the Political Theater

IPS correctly identifies China's deep Brazilian presence and Brazil's extraordinary mineral endowment. But descriptions of Washington seeking to "discipline" Brazil are the author's geopolitical interpretation, not established fact. For investors, the harder metric is simpler: Who finances and controls separation → metals → alloys → magnets? That is Great Powers Era 2.0 in one supply chain.
