Shandong Zhaojin Ruining Mining Industries Co., Ltd. is a Chinese state-linked mining company controlled by the Zhaojin Group, an enterprise ultimately owned by the Zhaoyuan municipal government in Shandong province, China. The company is active in the critical-minerals and rare-earth sector and has expanded its interests internationally, including taking control in 2025 of a stake in heavy-mineral-sands assets in Malawi linked to Mawei Mining, where deposits are reported to contain monazite-bearing sands rich in zircon, titanium and rare-earth elements alongside more than 350 million tonnes of ore. As part of the broader Zhaojin mining group, the company reflects China’s strategy of securing upstream rare-earth and heavy-mineral feedstock both domestically and abroad. Shandong Zhaojin Ruining operates primarily as an upstream extraction and resource-control vehicle within China’s state-aligned critical-minerals supply chain.
Its Chinese name is 山东招金瑞宁矿业有限公司. It holds 51% of Xinjin International, the British Virgin Islands company that owns Mawei Mining, making it an indirect owner of the Makanjira project rather than its operator. REEx has found no rare earth production of its own.
