Baotou is signaling that China’s rare earth strategy is moving further beyond mining and separation—and deeper into materials, components, and finished applications. On August 17, Baotou’s Communist Party leadership reviewed progress on its “Two Rare Earth Bases” initiative and ordered officials to accelerate major projects, investment recruitment, technology commercialization, and downstream applications. The phrase “Two Rare Earth Bases” has a specific strategic meaning: Beijing wants Baotou to become China’s largest rare earth new-materials base and a globally leading rare earth applications base.

For Western investors, this is the important signal. There is no new technical breakthrough, production figure, or major project award disclosed in this announcement. Instead, Baotou is describing an industrial-policy playbook aimed at filling gaps across the entire rare earth chain. The meeting explicitly called for extending, supplementing, and strengthening industrial chains—a Chinese policy formulation that means identifying weak links and deliberately building domestic capacity around them. That matters because Baotou is already targeting permanent-magnet motors, magnetic components, hydrogen-storage equipment, and applications in EVs, robotics, and low-altitude aircraft.

From Rare Earth Materials to Finished Machines

Officials ordered Baotou to strengthen its existing advantage in rare earth advanced materials while accelerating breakthroughs in end-use applications. The city also wants factories to become more digital, intelligent, and environmentally efficient. Technology is another priority. Authorities called for stronger research platforms, coordinated R&D programs, faster commercialization of scientific discoveries, and a deeper technical workforce.
