The West is finally moving—but China still controls the clock. This week's REEx Structural Momentum Index™ registers 5.7/10: transitional, but accelerating, as governments and companies pour capital into mines, separation, metals, and magnets while the immediate heavy rare-earth vulnerability remains stubbornly intact.

Washington's new drone tariffs and the approaching January 1, 2027 U.S. defense restrictions on certain Chinese-origin magnets are turning supply-chain security from political rhetoric into procurement reality. Yet tariffs cannot manufacture dysprosium, terbium, or samarium—and Western industrial capacity still trails political deadlines. Meanwhile, China's export-control system gives Beijing powerful leverage over who receives strategic materials. The next major inflection point could arrive around the November 10 deadline for suspended Chinese controls.

There are encouraging signals. MP Materials, USA Rare Earth, Energy Fuels, Lynas, Arafura, Iluka, and others are advancing pieces of an ex-China ecosystem.
