While the United States, including under President Donald Trump, has pursued more assertive policy measures—such as price floors, bilateral and multilateral supply chain frameworks, a rare earth element and critical mineral vault, and regulatory streamlining through executive actions—the overall ecosystem still lags in cohesion and execution. By most estimates, the West remains at least a decade behind China’s integrated, end-to-end rare earth strategy. The U.S. must focus on embracing technology and process disruption, among other measures, to disrupt the current trajectory.
