Trump, which activates emergency powers under the Defense Production Act to initiate the stockpiling of rare earth elements and critical minerals. This directive aims to reduce U.S. dependency on foreign sources, particularly China, which currently dominates global rare earth processing and supplies approximately 90% of the world's refined rare earth elements. ​

The executive order outlines plan to establish a strategic reserve of deep-sea metals and rare earth elements on U.S. territory, ensuring availability in the event of supply disruptions. It also includes measures to expedite deep-sea mining applications and enhance domestic processing capabilities. ​Bloomberg, Reuters and MSN have carried this news update.

This policy shift follows China's recent imposition of export restrictions on several rare earth elements, which has effectively halted shipments and raised concerns about potential shortages in industries reliant on these materials. The U.S. government's response underscores the strategic importance of securing a stable and resilient supply chain for critical minerals essential to national defense, clean energy, and advanced technologies.

Importantly, stockpiling less than adequate critical minerals and rare earth elements industrial policy will not necessarily effectively counter Chinese moves. Why? China’s monopoly is not upstream but rather midstream and downstream, meaning American policy must accommodate that reality.
