Europe Draws a Hard Line: Horizon Europe Moves to Explicitly Ban China From Its Science Engine

In a dramatic turn for global research geopolitics, the European Union is preparing to formally bar China from major portions of Horizon Europe, its €93.5 billion science and innovation program.

Europe no longer views open collaboration with China as compatible with technological autonomy. The draft 2026–27 Work Programme introduces a sweeping exclusion: under Article 22(6), “legal entities established in China” are ineligible for all Innovation Actions and most Research & Innovation Actions, effectively sealing off half of Horizon Europe—including health, civil security, digital, industry, and space research.

The restrictions go deeper.

A second clause targets China’s elite “Seven Sons of National Defense”—universities tied to the Ministry of Industry and Information Technology (MIIT) and central to Beijing’s military–civil fusion strategy. These institutions, once frequent collaborators with European labs, would be categorically banned. A third provision closes loopholes by prohibiting even EU-based subsidiaries controlled by Chinese parent companies from participating in sensitive fields such as AI, semiconductors, biotechnology, and quantum technologies. In other words, Europe is erecting a firewall not just around Chinese institutions, but also around Chinese corporate influence embedded within Europe itself.

The implications are profound.

Horizon Europe has long been one of the world’s most open scientific ecosystems; now it is becoming an instrument of industrial and strategic policy. The move signals that Europe sees knowledge itself—algorithms, biological platforms, materials science breakthroughs—as a controlled strategic asset on par with chips and critical minerals. The age of frictionless academic globalization is ending. Europe’s message is unambiguous: sovereignty first, collaboration second.

Conclusion

This shift reflects a broader recalibration across democracies as technological rivalry with China intensifies. Whether the new rules strengthen Europe’s autonomy or fracture its research capabilities remains to be seen. But the draft text makes one thing clear: Europe believes that access, trust, and strategic dependence can no longer coexist—and it is choosing strategic distance.
