Highlights
- MP Materials, USA Rare Earth, Energy Fuels, and others are aggressively scaling separation, metals, alloys, and magnet production outside China.
- REEx analysis warns that announced capacity is not qualified supply, with most projects unlikely to reach dependable commercial scale until 2028–2030.
- China's export-control reprieve expires November 10, 2026, and tighter U.S. defense sourcing rules begin in 2027, creating a dangerous timing gap.
- Hidden risks in financing, feedstock, commissioning, and customer qualification could delay or derail multiple Tier 1 contenders.
- The next strategic bottleneck may emerge in separation or alloy production, where Western capacity remains critically underdeveloped.
The race to break China’s grip on rare earth magnets is accelerating. MP Materials is working furiously to ramp up U.S. separation at scale and 10X magnet production. USA Rare Earth is assembling a multinational platform via acquisition. Energy Fuels is moving downstream via purchase of Germany’s magnet manufacturer VAC. Neo Performance Materials, Carester, Saskatchewan Research Council, Ucore, REalloys, Mkango, Phoenix Tailings, and others are racing to close the most dangerous gaps in separation, metals, alloys, and magnets.
But announced capacity is not the same as qualified supply.
REEx weekly analysis shows that many major ex-China projects may not reach dependable commercial scale until 2028–2030—well after China’s current export-control reprieve expires on November 10, 2026, and tighter U.S. defense sourcing rules begin in 2027. How does this impact national policy?
Which platforms are truly Tier 1? Which projects face hidden financing, feedstock, commissioning, or customer-qualification risks? And where could the next strategic bottleneck emerge?
