America's Magnet War Moves Downstream as IonicRE and AML Deepen Defense Supply Chain Push

The May 25 announcement by Ionic Rare Earths and Florida-based Advanced Magnet Lab (AML) may appear modest at first glance—a rare earth oxide supply agreement tied to a $2 million U.S. Defense Logistics Agency contract. But beneath the headline sits something far more consequential: the quiet construction of an ex-China permanent magnet industrial ecosystem.

For years, Western governments misunderstood the rare earth problem as primarily a mining challenge. It is not. The true chokepoints sit deeper in the industrial stack: solvent extraction separation, metallization, alloying, magnet manufacturing, qualification, recycling, and scalable industrial execution. China dominates those layers—not merely ore production.

That reality is what makes the IonicRE–AML partnership strategically important.

Under the agreement, IonicRE will supply separated magnet rare earth oxides—including NdPr oxide and dysprosium oxide—to AML for development of domestically manufactured NdFeB permanent magnets tied to U.S. defense applications. The collaboration also includes recycling magnet swarf and manufacturing waste streams back into separated oxides, helping establish a circular magnet supply chain model.

This matters because magnets—not raw ore—ultimately power military drones, precision-guided weapons, robotics, EV drivetrains, semiconductors, offshore wind turbines, and emerging AI-era industrial infrastructure.

Rare Earth Exchanges™ has repeatedly argued that the real strategic contest is shifting downstream toward manufacturing capability and industrial scalability. AML increasingly appears positioned within that transition. As REEx recently noted, the Florida company has quietly emerged as a serious U.S. magnet manufacturing contender, focusing less on mining promotion and more on scalable production capability, alloy optimization, traceability, and manufacturing execution.

AML’s proprietary PM-Wire™ manufacturing process, along with work involving alternative magnet chemistries such as samarium iron nitride (SmFeN), manganese bismuth (MnBi), and Mischmetal-based magnets, reflects growing concern that Western supply chains may struggle to secure sufficient heavy rare earth inputs at commercial scale.

Meanwhile, IonicRE is attempting to build an integrated strategy spanning mining, refining, recycling, and downstream supply chain partnerships. Its Belfast-developed recycling technology, Uganda’s Makuutu heavy rare earth project (60% owned by Ionic), and planned U.S. and Brazilian downstream partnerships suggest the company is pursuing a broader industrial positioning strategy—not simply becoming another upstream mining hopeful.

Still, investors should remain cautious. Building commercial-scale magnet manufacturing outside China remains extraordinarily difficult. Qualification cycles are lengthy. Heavy rare earth separation outside China remains severely constrained. Metallization and alloying bottlenecks persist. And scaling high-performance magnets reliably is far harder than producing laboratory or pilot-scale samples.

Yet the broader signal is unmistakable: the West, and particularly America under the Trump 2.0 presidency, is finally beginning to recognize that rare earth independence will not be won at the mine. It will be won in the factories.

IonicRE is establishing a growing presence in the United States, having signed an MOU with Missouri-based USSM for multi-metallic downstream processing and supply chain development at USSM’s 1,800 acre (728.4 hectare) fully permitted site in Missouri, USA, starting with the deployment of Ionic Technologies’ patented rare earth permanent magnet recycling technology, developing both commercial Neodymium-Iron-Boron (NdFeB) and Samarium-Cobalt (SmCo) recycling capacity (refer ASX release 10 November 2025).
