Norway has no rare-earth mine, but it holds two links a Nordic supply chain needs: a carbonatite deposit at Fen and a separation company at Herøya.
The Fen carbonatite complex in Nome municipality, Telemark, has two rights holders, Rare Earths Norway and Saga Rare Earths. Rare Earths Norway says its extraction permit covers about 90% of the rare-earth-bearing iron-dolomite carbonatite and that its deposit also carries niobium and thorium. The company promotes what it calls an "invisible mine."
REEtec has its production facility at Herøya Industrial Park near Porsgrunn and has developed its own separation process. REEtec counts the Swedish state-owned miner LKAB among its shareholders, which ties Norwegian separation to LKAB's plan to recover rare earths from its iron ore mining.
For Fen, the hard questions are land and permits. Both candidate sites for a mineral park met significant opposition in Nome as well as support, and the municipality asked the state to take over the planning. Any operating license would also need discharge permits from the environment agency and the radiation protection authority, so whether Fen reaches production turns on how that process ends.
