The House Natural Resources Subcommittee on Energy and Mineral Resources held a legislative hearing Tuesday examining three bipartisan bills designed to strengthen U.S. critical mineral development through improved resource mapping, advanced exploration technology, and streamlined permitting.

The legislation would reauthorize the U.S. Geological Survey's Earth Mapping Resources Initiative (Earth MRI) through 2031, establish a quantum-enhanced critical minerals mapping program within USGS, and expand eligibility for the FAST-41 permitting process by lowering the project threshold from $200 million to $50 million.

Subcommittee Chairman Pete Stauber (R-Minn.) said the measures would help the United States better identify its mineral wealth, reduce barriers to development, and lessen dependence on foreign adversaries.

For Rare Earth Exchanges®, the hearing reflects continued bipartisan momentum behind domestic critical minerals policy. Better geologic data and faster permitting are important first steps that could accelerate future mine development. However, mapping resources does not create supply chains.

The United States' most significant strategic vulnerability remains the rare earth midstream—commercial-scale separation, metals, alloys, and permanent magnet manufacturing—where China continues to dominate global capacity. Discovering more deposits without parallel investment in processing infrastructure risks producing additional raw materials destined for overseas value-added manufacturing.

In the Great Powers Era 2.0™ thesis, policymakers increasingly recognize that mineral security extends well beyond the mine. The next legislative challenge may prove even harder: rebuilding the industrial ecosystem that transforms critical minerals into strategic products.
