Poland is launching an eight-year national search for critical minerals, committing PLN 185.7 million—about US$50 million—to map, sample, and drill prospective domestic resources through 2033. Approved September 2, the National Critical Raw Materials Exploration Program (KPPSK) will be led by the Polish Geological Institute (opens in a new tab)–National Research Institute under the Ministry of Climate and Environment. Copper, platinum-group metals, graphite, and several industrial minerals receive top priority. More surprisingly, rare earth elements, gallium, germanium, lithium, and antimony sit in the lowest-priority group, reflecting Poland's assessment that discovering economic domestic deposits is less likely.

REEx Insight: Exploration Is Only One Box
Poland's program fulfills an important requirement of the EU Critical Raw Materials Act (CRMA), but REEx sees a larger question: What happens after something is found?
Europe's strategy increasingly requires a systems approach—mine → concentrate → separate/refine → metal/alloy → magnet → manufacturer. Poland is already more connected to that chain than this exploration announcement suggests.
The European Commission has designated the proposed Puławy Rare Earths Separation Plant, promoted by Mkango Resources, as a CRMA Strategic Project. Elsewhere, Sweden's LKAB is developing its integrated ReeMAP mine-and-processing project, while EU programs are supporting permanent-magnet recycling and manufacturing.
Poland also signed an April 2026 critical-minerals agreement with the United States explicitly covering extraction, processing, and recycling, suggesting Warsaw is thinking beyond geology.
What REEx Is Watching
The critical questions are whether Poland can connect KPPSK discoveries to other European upstream resources; whether Puławy or other facilities provide meaningful midstream separation; and whether separated material ultimately reaches European metals, alloys, and permanent magnets rather than leaving the continent for processing.
REEx Bottom Line: Poland is mapping what lies underground. Europe's harder task is ensuring that whatever comes out of the ground can travel through a complete ex-China industrial supply chain.
