VHM Limited Secures Final Major Goschen Approval - Financing Becomes the Next Test

The paperwork is nearly finished. Now VHM has to build the mine. VHM Limited (ASX: VHM) has secured Victorian approval for the Planning Scheme Amendment covering critical off-site infrastructure at its Goschen Rare Earths and Mineral Sands Project. VHM describes this as its final major project approval, completing a regulatory sequence spanning environmental, mining, federal, cultural heritage, and work-plan approvals. Victorian government records independently substantiate the project’s earlier major approvals.

REEx Insight — Goschen Has Crossed One Valley of Death. Another Begins.

The significance is not another permit. It is the change in Goschen’s risk profile.

For years, Goschen carried the familiar junior-miner stack: resource risk, permitting risk, financing risk, offtake risk, and execution risk. The first two have now been substantially compressed, while the Iluka agreement materially reduces another: where the rare-earth concentrate goes.

Iluka has agreed to take approximately 146,000 tonnes over 18 years and intends to provide up to A$40 million through a secured convertible note, subject to conditions. VHM also reports conditional/non-binding support of up to A$75 million from Export Finance Australia and US$200 million from U.S. EXIM.

That creates something more strategically important than another Australian mine: a potential mine-to-separated-oxide pathway inside an allied jurisdiction, linking Goschen feedstock containing NdPr, Dy, and Tb to Iluka’s Eneabba refinery.

But this announcement does not make Goschen financed, constructed, or producing. Financing closure, FID, capital-cost control, construction, and ramp-up now dominate the valuation equation.

REEx view: permitting risk has fallen sharply. Execution risk has become the story.

From Permit to Production

VHM’s dual-product model—rare earths plus zircon and titanium-bearing mineral sands—could diversify revenue. More importantly, Goschen could supply scarce magnet rare-earth feedstock into an emerging Australian midstream. The next meaningful headline is no longer another approval. It is funded construction.
