Rosneft

Rosneft Oil Company (PJSC NK Rosneft) is a Russian oil company registered in Moscow. Its shares trade on the Moscow Exchange under the ticker ROSN; its London global depositary receipts were delisted in November 2022. According to the company, JSC Rosneftegaz, which is wholly owned by the Russian state, held 40.4% of its shares as of July 2021. Russia’s company registry lists Rosneft as the 100% owner of OOO Vostok Engineering, in an entry dated May 20, 2025. Kommersant reported that Vostok Engineering holds the subsoil license for the Buranny section of the Tomtor rare-earth deposit in Yakutia, and that its previous owner was ThreeArc Mining. As of September 29, 2026, the U.S. Treasury’s OFAC Specially Designated Nationals (SDN) list names Rosneft Oil Company.
