About Russia
Russia's rare-earth reserves, as USGS estimates them, far exceed what the country mines, and the gap sits in processing more than in geology. Mine supply comes from loparite, a complex oxide of the perovskite group, worked underground at the Karnasurt mine in the Lovozero district of Murmansk region.
Lovozersky GOK concentrates the ore and ships it to Solikamsk Magnesium Works in Perm Krai. Solikamsk recovers tantalum, niobium and titanium and turns the rare earths into an unseparated carbonate. Both plants belong to Rosatom's mining division. The natural resources minister has said a separation complex being built at Solikamsk would fill the missing step and produce individual oxides.
Other sources have stalled. Rosneft bought the license holder for part of Tomtor, a niobium and rare-earth deposit in Yakutia, after years without production under a private group. Acron recovered rare earths from apatite concentrate at Veliky Novgorod, then mothballed the line, citing low prices.
First Deputy Prime Minister Denis Manturov has said the advanced technology for extracting rare-earth oxides belongs to China and the United States. Whether Russia closes that gap at home or through a partner decides how much of its resource base reaches a magnet maker.
