ThreeArc Mining (OOO TriArk Mining) is a privately held Russian company that held the Tomtor niobium and rare-earth project in the Sakha Republic (Yakutia) through Vostok Engineering, the holder of the subsoil license for the Buranny section of the Tomtor deposit. Kommersant reported that mining at Tomtor had been planned to start in 2022 but that the project stalled. ThreeArc sold Vostok Engineering, its Tomtor license-holding subsidiary, to Rosneft in May 2025; the registry change was entered on May 20, 2025.
ThreeArc Mining has been in liquidation since August 5, 2026, according to Russia’s Unified State Register of Legal Entities; it is registered in St. Petersburg.
