Europe is increasingly looking beyond traditional mining to strengthen its critical minerals supply chain. Italian technology company Circular Materials (opens in a new tab) has raised €11.8 million (approximately US$13.7 million) through a Simple Agreement for Future Equity (SAFE) financing round to expand its industrial wastewater recovery platform and build a second recovery hub in Ferrara, Italy. Backed by major European institutional investors and previously selected as a Strategic Project under the European Critical Raw Materials Act (CRMA), the company represents Europe's growing commitment to circular resource recovery. While the financing validates investor confidence, important commercial questions—including which metals are recovered at scale, customer commitments, and project economics—remain unanswered.

Europe Bets on Wastewater: Circular Materials Raises €11.8 Million to Recover Critical Minerals

The next major critical minerals project may not resemble a mine. It may resemble a water treatment facility.

Italy's Circular Materials announced it has secured €11.8 million (approximately US$13.7 million) in SAFE financing from a syndicate of European institutional and strategic investors, including CDP Venture Capital, the European Innovation Council (EIC) Fund, EIT RawMaterials, 360 Capital, Corbites, and Lumar S.r.l. The capital will support commercialization of the company's proprietary Supercritical Water Precipitation (SWaP™) technology and construction of a second recovery hub in Ferrara.

Turning Industrial Waste Into Strategic Resources

Rather than extracting new ore, Circular Materials focuses on recovering dissolved metals from industrial wastewater generated by electroplating, battery recycling, chemical manufacturing, and metal finishing operations. The company reports that its SWaP™ technology recovers more than 99% of dissolved metals while significantly reducing hazardous sludge. Earlier this year, its Padua facility achieved End-of-Waste status under the EU Waste Framework Directive, enabling recovered materials to re-enter commercial supply chains. The company's RECOVER-IT initiative was also designated a Strategic Project under the European Critical Raw Materials Act, demonstrating strong regulatory support for the technology.

Validation Is Not Yet Commercial Proof

The financing represents an important milestone, but investors should distinguish between institutional backing and commercial validation. The announcement does not identify which critical raw materials are currently recovered at commercial scale, annual production volumes, recovery economics, customer contracts, operating margins, or expected profitability. Likewise, the frequently cited 99% recovery rate refers broadly to dissolved metals and does not specify recovery performance for individual critical minerals or rare earth elements under commercial operating conditions.

Another unanswered question is economic value: which recovered metals generate the company's revenue? Recovering copper, nickel, zinc, cobalt, or rare earth elements presents very different technical challenges and commercial opportunities.

SAFE financing also supports future growth but should not be viewed as equivalent to fully financed commercial expansion.

Why Investors Should Care

Rare Earth Exchanges® has consistently argued that rebuilding Western critical mineral supply chains requires far more than opening new mines. Recycling, industrial waste recovery, mine tailings, coal byproducts, and urban mining will all be necessary to supplement primary production.

Circular Materials fits squarely within that broader strategy. Europe is unlikely to out-produce China in conventional mining or processing over the near term, but innovative recovery technologies could become an increasingly important secondary source of critical materials. Whether wastewater recovery ultimately becomes a meaningful contributor to supply will depend not on laboratory recovery rates, but on commercial throughput, operating economics, customer adoption, and long-term profitability.

Marco from Circular Materials here. It's a pleasure to be cited in this awesome and very much needed exchange. To complete the information in the news, we do have commercial validation at scale in our plant in Padova, Italy, where we currently process 400 tpa mostly of Ni, Cu, Cr and Ru from local surface treatment and pharma streams in a fully automated and authorized site. We have over 20'000 tpa in pipeline, including other metals like Sn, Ti, Co, PGMs that we can't serve at the moment as we are at full capacity in Padova: we are fundraising precisely to equip a larger site that we have already secured in Ferrara. We are metal, ppm and solution agnostic as we can retrieve any metal from any liquid chemical matrix. Happy to be challenged on the hardest-to-treat streams you can think of!
