NioCorp Developments (opens in a new tab) (NASDAQ: NB) has transformed Elk Creek from an unusual polymetallic deposit into an ambitious test of America's ability to build an integrated critical-minerals supply chain. Its 2026 feasibility study models a 40-year Nebraska operation producing eight products—including niobium, scandium, titanium and multiple rare-earth products—with $4.1 billion pre-tax NPV8, 24% IRR, $37.4 billion life-of-mine revenue and $1.85 billion upfront CAPEX.

REEx Insight: 84 Tons That Could Matter

Forget the headline count. The strategic eye-opener is projected annual production of 17 tons of Tb oxide and 67 tons of Dy oxide—in Nebraska. These are small markets dominated by Chinese separation capacity and vulnerable to export controls. Rare-earth products generate approximately $9.38 billion, or 25% of modeled lifetime revenue; Dy and Tb alone contribute nearly $6 billion. If built and qualified, Elk Creek could become something America badly lacks: an integrated domestic source spanning light and heavy rare earths alongside niobium, scandium and titanium.

The Price Deck Carries Weight

The geology has advanced beyond aspiration: 45.9 million tons of Proven and Probable reserves support the 40-year plan, with rare earths incorporated into reserves for the first time. But investors should interrogate the economics. NioCorp assumes approximately $138/kg NdPr, $1,306/kg Dy and $4,516/kg Tb—reflecting premium ex-China markets.

Management itself warns that easing export restrictions or new supply could compress this pricing bifurcation.

Then comes the mountain above ground: $1.85 billion of upfront capital. EXIM financing remains under due diligence, with no final commitment assured.

REEx verdict: the feasibility study is substantial. Now Elk Creek must prove that premium pricing, financing and execution can coexist outside China.
