About Angola

Angola has no rare-earth production or reserves in the USGS world table. Its place in the supply chain rests on Longonjo, a weathered carbonatite west of the city of Huambo, beside the Lobito rail corridor. The mine is being built by Ozango Minerais, a subsidiary of the London-based company Pensana, and Angola's sovereign wealth fund, FSDEA, also holds equity in Ozango.

The plant is designed to concentrate, calcine and chemically refine the ore on site into a mixed rare earth carbonate. Pensana says the product will carry neodymium and praseodymium with smaller amounts of dysprosium and terbium, and that it will be railed to the Atlantic port of Lobito for export. Separating the carbonate into individual oxides is not part of the Longonjo plant.

Pensana's other Angolan ground has been harder going. The company reported that testwork on its Coola carbonatite, north of Longonjo, found the ore was not amenable to conventional beneficiation.

The open question is whether Longonjo can be financed through to production, and whether its carbonate will be sold under binding offtake contracts.
