About Norra Kärr

Norra Kärr is a heavy rare earth deposit in Jönköping municipality, southern Sweden, about 10.5 kilometers northeast of Gränna near the eastern shore of Lake Vättern (Swedish Government decision, June 2026). Leading Edge Materials holds it through its wholly owned subsidiary GREENNA Mineral AB (Leading Edge, June 28, 2026), which was granted a 25-year exploitation concession on June 25, 2026 (government decision). The concession does not yet allow mining; an environmental permit is still required. In the concession case, the Geological Survey of Sweden (SGU) called Norra Kärr one of Europe's richest rare earth deposits, with a relatively high share of heavy rare earths, and noted in June 2026 that the EU had no rare earth production (government decision).

Norra Kärr geology: a peralkaline eudialyte deposit

Norra Kärr is a Proterozoic peralkaline intrusion, about 1,200 by 400 meters, that SGU found during regional bedrock mapping and first described in 1906. Its agpaitic nepheline syenites are rich in zirconium and rare earths, which sit mainly in eudialyte-group minerals. Zircon dating puts the magmatism at 1,489 ± 8 million years ago, and Sjöqvist and co-authors describe the rocks' low thorium and uranium contents as economically beneficial (Sjöqvist et al., Minerals, 2013).

The company's 2021 preliminary economic assessment (PEA) modeled mixed rare earth oxide output, including dysprosium, terbium, neodymium and praseodymium, from part of an inferred resource of 110 million metric tons. The company notes that the PEA is preliminary and based on inferred resources (Leading Edge, June 28, 2026).

Norra Kärr permits and ownership (as of October 2026)

The mining inspector granted an earlier concession, Norra Kärr K nr 1, to Tasman Metals AB in May 2013. On February 22, 2016, Sweden's Supreme Administrative Court overturned the government's January 2014 decision upholding it. The court found that the application did not cover land for operating facilities such as a waste rock dump, tailings storage and a clarification pond. As a result, the court found, the required review of impacts on adjacent Natura 2000 areas had not taken place (Supreme Administrative Court, case 2047-14).

GREENNA applied for a new concession, Norra Kärr K nr 2, on December 9, 2024 (government decision). On March 10, 2026, the mining inspector referred the case to the government, as required when the inspector and a county board disagree on conditions, and recommended approval (Bergsstaten, March 10, 2026). The government granted the concession on June 25, 2026, with conditions to protect drinking water from Vättern and the Holkaberg Natura 2000 area (government decision).

In August 2026 the local group Aktion Rädda Vättern said it had asked the Supreme Administrative Court to review the decision (Aktion Rädda Vättern, August 24, 2026). The same month, Energy and Business Minister Ebba Busch told parliament that the concession does not mean mining is allowed and that the next step is an environmental permit under the Environmental Code (Riksdag written answer, August 27, 2026), which the Land and Environment Court decides (Jönköping County Administrative Board). The summary of the application by Bergsstaten, Sweden's mining inspectorate, describes only physical processing on site, with chemical processing elsewhere (Bergsstaten, March 2026), and the company says eudialyte concentrate would be shipped to a hydrometallurgical plant at a separate industrial site (Leading Edge, July 20, 2026).

In September 2026 the company said pre-feasibility and environmental permit planning work was underway and that it continues to target production within approximately four years (Leading Edge, September 18, 2026). On October 7 it signed a non-binding memorandum of understanding with TRILLIUN Resources on nepheline syenite and aegirine coproducts. The company says there is no certainty of a definitive agreement (Leading Edge, October 7, 2026).

Norra Kärr is not an EU Strategic Project under the Critical Raw Materials Act. It was not on the first list in March 2025 (Leading Edge, March 25, 2025), and the only Swedish project among the 46 the European Commission added on October 9, 2026, is the Viscaria copper project (Commission decision annex, October 2026). In June 2026 the company said it would consider reapplying (Leading Edge, June 28, 2026).

Why Norra Kärr matters for heavy rare earth supply

REEx has called the concession a regulatory milestone and warned investors against confusing political momentum with supply-chain independence (REEx, June 27, 2026). The project still needs environmental permits, financing, offtake, updated economics and answers to its metallurgical challenges, and Europe has little commercial capacity to separate heavy rare earths or make magnets (REEx, June 29, 2026). As REEx put it in December 2025, "Calling Norra Kärr essential is logical; calling it imminent is speculative" (REEx, December 1, 2025).

Norra Kärr FAQ

Who owns the Norra Kärr rare earth project?

Leading Edge Materials owns Norra Kärr through its wholly owned Swedish subsidiary GREENNA Mineral AB. The Swedish Government granted GREENNA a 25-year exploitation concession for the deposit on June 25, 2026.

Can mining start at Norra Kärr now?

No. Sweden's energy and business minister told parliament in August 2026 that the concession does not mean mining has been allowed, and that the next step is an environmental permit under the Environmental Code, decided by the Land and Environment Court. In September 2026 the company said environmental permit planning was underway and that it targets production within approximately four years. A local group, Aktion Rädda Vättern, has also said it asked the Supreme Administrative Court to review the concession decision.

Why was the earlier Norra Kärr concession overturned in 2016?

On February 22, 2016, Sweden's Supreme Administrative Court overturned the government's January 2014 decision on Tasman Metals AB's concession for the deposit. The court found the application did not cover land for operating facilities such as a waste rock dump, tailings storage and a clarification pond, so the required review of effects on adjacent Natura 2000 areas had not taken place.

Is Norra Kärr an EU Strategic Project?

No. Norra Kärr was not on the EU's first list of Critical Raw Materials Act Strategic Projects in March 2025 and is not among the 46 projects added on October 9, 2026. In June 2026 Leading Edge Materials said it would consider reapplying.
