China plans to expand annual mining capacity at Bayan Obo, the world's largest known rare earth deposit, from 10 million to 15 million tonnes, according to South China Morning Post reporter Chao Kong. Operator Baogang Group will invest more than RMB500 million (about US$74 million), but the expansion primarily targets iron ore. Rare earths are recovered from the polymetallic ore stream, and China's total-volume controls mean 50% more mining capacity does not imply 50% more rare earth production.

State Council regulations cover mining, smelting/separation, metals, distribution, and trade, while China's 2025 rules impose total-volume controls specifically on rare earth mining and smelting/separation. Bayan Obo's expansion therefore creates industrial optionality, not an announced rare earth supply surge. More ore could increase the pool of rare earth-bearing material available for recovery, but actual separated output remains governed by processing capability, allocation of production controls, economics, and state policy. The Real Moat Sits Downstream
Bayan Obo is a giant polymetallic system containing iron, rare earths, fluorite, niobium, scandium, and thorium. But geology alone does not explain China's dominance.
China Northern Rare Earth, the major downstream producer associated with the Bayan Obo ecosystem, produced approximately 95,000 tonnes of rare earth oxides in 2025. That is the investor lesson: ore is optionality; separation, metals, alloys, and magnets are industrial power.
