China still holds the rare-earth card—but Washington holds cards too. Chinese rare-earth magnet shipments to the U.S. fell 13% year over year to 512 tonnes in August, even after export approvals resumed. U.S. Trade Representative Jamieson Greer says flows remain insufficient as Washington and Beijing negotiate ahead of the September 24 Trump-Xi summit and the November 10 trade-truce deadline. Yet China's leverage sits beside a serious weakness: an economy producing far faster than its consumers are spending.

REEx Insight — China Has the Chokepoint; America Has the Escape Route

South China Morning Post (SCMP) correctly identifies rare earths as a major Chinese bargaining chip. Reuters estimates China controls roughly 85% of refining and 90% of rare-earth metal, alloy, and magnet production. But leverage is not invulnerability.

China's industrial output rose 5.2% in August while retail sales crawled just 0.4%. Property investment fell 19.9%. This production-consumption imbalance leaves China dependent on exports precisely when major trading partners are trying to reduce strategic dependence.

America's advantage is different: vast consumer markets, capital, technology, allied resources, and efforts at substitution (although as we continue to report, the Transition Vulnerability Window represents a challenge for the Trump administration). Washington says it has signed or approved more than $40 billion of critical-mineral deals since January 2025, while U.S. aerospace suppliers are already testing recycling and rare-earth substitutes.

REEx documented another side of China's strategy earlier today: Baogang and GRINM are pushing a CCP-directed, “full-element, full-chain” model spanning resources, R&D, intellectual property, and advanced materials.

That is formidable. But it also clarifies America's opportunity: don't replicate China factory by factory; build a diversified allied system China cannot easily choke.

512 Tonnes Is a Signal, Not Proof

August's decline does not prove Beijing deliberately throttled exports. Licensing, orders, and monthly volatility can all move shipments. The stronger fact is that supply reliability remains unresolved while the November 10 clock keeps ticking.
