Min Zin (opens in a new tab), Myanmar-born U.S. citizen, political scholar and founding executive director of Institute for Strategy and Policy (ISP)-Myanmar, was detained after arriving in Kunming on June 3, 2026, reportedly for an academic event. On June 12, China's Foreign Ministry confirmed that authorities had placed him in criminal detention on suspicion of espionage and activities endangering China's national security. Beijing has publicly disclosed no underlying evidence. The case deserves Rare Earth Exchanges® attention because ISP-Myanmar has become an important open-source window into something the West desperately needs to understand: the armed conflict, Chinese commercial relationships and border networks surrounding Myanmar's heavy rare earth supply chain.

REEx Insight | The Scholar Studying the Chokepoint Is Now Inside China's Security System
There is no public evidence that Min Zin was detained because of ISP-Myanmar's rare earth research. REEx considers any such claim speculative. But the intersection is striking. ISP-Myanmar researches China-Myanmar relations, conflict economies, cross-border trade and resource extraction. Its work has increasingly illuminated a supply chain of enormous strategic consequence: Myanmar's heavy rare earths → armed-controlled mining districts → Yunnan → China's separation and magnet ecosystem.

Who Is Min Zin?
Min Zin participated in Myanmar's 1988 pro-democracy uprising, fled the country and eventually moved to the United States. UC Berkeley records identify him as a political science doctoral student whose work examined
Myanmar's peace process, federalism, military reform and armed conflict. He later founded ISP-Myanmar, an independent policy institute focused on Myanmar's politics, conflict and regional relationships.
Chinese Foreign Ministry spokesman Lin Jian says Min Zin is suspected of espionage and endangering national security. The U.S. government has confirmed his detention and provided consular assistance.
ARTICLE 19 and the Committee of Concerned Scientists have called for his release, arguing that the circumstances threaten academic freedom. Those are advocacy positions, not independent adjudications of the allegations.
ISP-Myanmar | Following the Money—and the Minerals
ISP's rare earth research is unusually granular. It estimates Myanmar exported $624 million and more than 28,000 tonnes of rare earths to China during January–September 2025. It also identified the KIA, UWSA, NDAA and Chinese companies as actors in the evolving mineral economy.
Earlier ISP research estimated post-coup rare earth exports to China had surged to $3.6 billion, while identified Kachin mining sites doubled to approximately 370, with some 2,700 collection pits mapped. Rare Earth Exchanges has reason to believe that now over 514 rare earth mines are located in Kachin state alone.
ISP has mapped rare earth material from mines controlled by the Kachin Independence Organization (KIO) moving toward China through one formal border station and three informal gates.
This is precisely the kind of intelligence conventional commodity databases miss.
The War Beneath the Magnets
The rare earth geography changed dramatically in October 2024 when the Kachin Independence Army (KIA) seized Panwa after taking Chipwi, displacing a junta-aligned militia that had previously controlled important mining areas. Reuters could not independently verify control of both towns at the time, but subsequently reported the KIA controlling the region and fortifying positions around Chipwi and Pangwa against renewed military offensives.
The result is extraordinary: some of the world's most strategically important Dy/Tb-bearing feedstock originates in territory controlled by an ethnic armed organization fighting Myanmar's military.
Meanwhile, the military has received important international support, particularly from China, while maintaining substantial ties with Russia. Beijing's role is especially complex: it supports stability and relations with Myanmar's central authorities while simultaneously maintaining leverage over border actors and depending economically on cross-border mineral flows. It would appear that Chinese support has helped Myanmar's military regain ground.
China and Myanmar also pledged mutual support on “core interests and major concerns” during Min Aung Hlaing's June visit to Beijing—days after Min Zin's detention became public. Again, timing is not evidence of causation.
Why This Matters to REEx
Rare Earth Exchanges has ranked Myanmar's rebel-controlled deposits at the top tier of global heavy rare earth strategic assets because Dy and Tb scarcity is fundamentally different from light rare earth abundance.
ISP-Myanmar helps reveal who controls the mines, where the material travels and how battlefield changes can become industrial shocks thousands of miles away.
That makes Min Zin's case larger than the fate of one scholar. If researchers studying China's relationships with neighboring conflict economies conclude that such work carries national-security risk inside China, the resulting chilling effect could make already opaque critical-mineral supply chains even harder for Western governments, investors and manufacturers to understand.
REEx Take: The West sees a magnet. China sees an industrial system. ISP-Myanmar has helped expose what lies even further upstream: a mineral supply chain running through mountains, border gates, armed organizations and one of Asia's longest wars. Whatever ultimately emerges in Min Zin's case, the facts surrounding his detention—and the strategic terrain his institute studies—deserve exceptionally close scrutiny.
