USGS does not list Mexico separately in its rare-earth production and reserves table. The country's mining law treats yttrium and the lanthanides as ordinary concession minerals, unlike lithium, which the law reserves to the state.
The Jemi project in Coahuila, about 40 km south of the Texas border, is a peralkaline system. Eudialyte, a zirconium silicate that carries rare earths and yttrium, occurs there in dykes, sills and syenite intrusions. USGS notes that peralkaline deposits tend to be richer in heavy rare earths than carbonatites.
Drilling at Jemi returned anomalous rare-earth grades over intervals of a few meters or less. The Canadian junior that held the option later gave it up and turned to oil and gas. Access to new ground is its own constraint, because the law grants new concessions only through public tenders run by the Secretariat of Economy.
Mexico's critical-minerals cooperation with the United States runs through trade policy. A bilateral action plan has the two governments identify projects of mutual interest, and it aims to share government survey data on potential deposits. Whether that work surfaces a Mexican rare-earth project, or stays at the level of trade rules, is the open question.
