China’s June 24 rare earth price sheet tells one story. The ex-China market tells another—and it is far more volatile, opaque, and strategically charged. Using the China Rare Earth Industry Association’s June 24 reference as the China-side anchor, domestic prices converted at ¥1 = US$0.147 were roughly $946–955/kg for terbium oxide, $205–211/kg for dysprosium oxide, $109–112/kg for NdPr oxide, $133–136/kg for NdPr alloy, and $35–37/kg for medium-yttrium, europium-rich ore. CREIA’s broader rare earth price index stood at 267.9.
But these are not free-market global prices. They are China domestic reference points inside a state-directed rare earth system shaped by quotas, export controls, industrial consolidation, stockpiling, and national security policy.
Pricing Ex-China: The Premium No One Can Ignore
Ex-China pricing is where the story gets difficult. There is no transparent, liquid global spot market for most rare earth products. Most transactions occur over the counter through bilateral contracts, strategic offtakes, qualification lots, government-backed supply arrangements, and confidential commercial agreements. That matters because Western, Japanese, and Korean buyers often pay premiums for supply security, traceability, non-Chinese origin, smaller lot sizes, qualification material, financing costs, regulatory compliance, and geopolitical insurance.
The result is a fragmented market where “price” depends on the buyer, origin, delivery point, purity, urgency, contract term, and strategic value of the material.
Pricing Ex-China: The Market Behind the Market
This is where things become extraordinarily difficult. Unlike copper, gold, or oil, there is no deep, liquid, globally transparent market for most rare earth products outside China. Most transactions occur through private negotiations, strategic offtake agreements, qualification shipments, government-backed supply arrangements, and confidential bilateral contracts.

In many cases, different sources report materially different values for the same material because they are observing different segments of the market. More importantly, for certain heavy rare earth products, material may simply not be available when needed. In those circumstances, the "price" becomes whatever a buyer is willing to pay to secure supply.
As a result, ex-China pricing should be viewed as a range of possible transaction values rather than a single market-clearing number.

Trading companies such as Traxys wield significant influence with the scale and size to make markets. Importantly, the large trading firms also depend on smaller traders for select niche products, often from China. Heavy Rare Earths Have Entered a Different Market
The most important takeaway is that heavy rare earths increasingly trade in what can best be described as a strategic market rather than a commodity market. Terbium and dysprosium have become particularly difficult to source outside China following export restrictions, licensing requirements, and broader geopolitical disruptions. In some cases, buyers may secure material through long-term agreements at one price while urgent spot-like transactions occur at dramatically higher levels.
This explains why reported ex-China prices can differ by multiples rather than percentages.
The recently announced Serra Verde–USA Rare Earth structure provides an important example. The transaction established long-term floor prices of approximately $575/kg for dysprosium and $2,050/kg for terbium. These should not be viewed as spot prices. Rather, they represent strategic minimum values designed to support financing, production expansion, and supply-chain security.
Yttrium, classified as a heavy rare earth, is currently very hard to get outside of China. Because Beijing requires strict export licenses for rare earth materials, Western buyers (like those in the U.S. and Europe) face severe supply constraints and long wait times, leaving the U.S. entirely import-reliant. This means pricing can truly range to many times what traders list, depending on the circumstances.
NdPr Is Becoming the Western Benchmark
NdPr oxide remains the most widely referenced rare earth product in Western markets.
The emergence of multiple long-term agreements incorporating a $110/kg floor has effectively created the first meaningful policy-supported benchmark for ex-China NdPr production. Publicly observable transactions generally appear to cluster modestly above that level, although premiums can vary depending on origin, contract structure, qualification status, and delivery requirements.
Rare Earth Exchanges notes that several experts have expressed (on condition of anonymity) that within a couple of years a substantial glut of light rare earth oxides could become apparent. What are the implications?
Buyer Beware
Neither China prices nor ex-China prices should be interpreted as definitive market-clearing values. China's market remains heavily influenced by state planning, production quotas, industrial policy, export controls, and strategic objectives. Meanwhile, ex-China markets remain fragmented, thinly traded, and heavily dependent on private contracts. And this is a world driven by intermediaries seeking to maximize profits by brokering transactions. The result is a global rare earth market in which price discovery remains incomplete. For investors, manufacturers, and policymakers, that may be the most important takeaway of all: the West is not simply trying to build mines and refineries. It is trying to build a functioning market.
