About Japan
Japan mines no rare earths, and USGS lists no production or reserves for it. Its industry works downstream, on imported feedstock.
Shin-Etsu Chemical began volume rare-earth separation at its Takefu plant in Fukui Prefecture decades ago and still makes its rare-earth products there. Shin-Etsu and other Japanese companies make neodymium magnets. USGS traces part of U.S. rare-earth compound and metal imports to Japan.
After China restricted rare-earth exports, Japan, the United States and the European Union took the curbs to the WTO. China later removed the export duties and quotas found inconsistent with WTO rules.
The state works through JOGMEC, which runs a rare-metal stockpile and puts equity and loans into overseas mines and refineries, paired with long-term supply for Japan. JARE, set up by Sojitz and JOGMEC, has financed Lynas and holds priority supply contracts for a share of its heavy rare earths.
