About Tanzania
USGS credits Tanzania with rare-earth reserves, and its advanced projects, Ngualla and Wigu Hill, are carbonatite deposits. Both show how closely the state controls who develops them.
Ngualla, in the Songwe Region, is a bastnaesite-bearing carbonatite with a large-scale mining license. The license is held by Mamba Minerals Corporation, which the government part-owns. Peak Rare Earths, the Australian company that holds the majority, agreed to a takeover by China's Shenghe Resources.
At Wigu Hill in the Morogoro Region, the government revoked the previous holder's license. Tanzania later paid Montero Mining, which called the move an expropriation, to settle its arbitration claim, and handed the ground to the state miner STAMICO.
Exploration is also reaching the Njombe Region, where Hongji Mining, working with the government, says it intends to use in-situ leaching. Any financier of these projects has to price in mandatory state equity and the state's power to reopen contracts. A Chinese buyer for Ngualla's majority owner leaves open whether Western separators can secure Tanzanian feedstock.
