Malaysia’s ambitions to capture more value from its rare earth resources are moving into sharper focus. Honest Sam Development Sdn. (SGX: QNS), recently met with Malaysia’s Department of Mineral and Geoscience (opens in a new tab) (JMG) to discuss the development, economic potential, and responsible management of the country’s rare earth element industry.

The meeting matters well beyond Malaysia.

In Great Powers Era 2.0™, globalization is not disappearing—it is being renegotiated. Resource-rich low- and middle-income countries increasingly want more than royalties from exporting raw materials. They want processing, technology, skilled employment, and a larger share of the value chain.

Malaysia sits near the center of this shift. Its ion-adsorption clay deposits are particularly important because of their potential heavy rare earth element content, including magnet-critical dysprosium and terbium. Southern Alliance Mining has emerged as a notable prospective ex-China participant through its Malaysian rare earth development activities.

For Western supply chains seeking alternatives to China and Myanmar, Malaysia represents something increasingly valuable: potential heavy rare earth resources combined with an established industrial economy and ambitions to move downstream. The minerals are important. Who separates, processes, and ultimately captures their value may be even more consequential.

Malaysia is rapidly becoming one of the most contested pieces of industrial real estate in Great Powers Era 2.0. Australia’s Lynas Rare Earths already operates the country’s foundational ex-China separation platform and in 2025 became the first commercial producer of separated heavy rare earths outside China; Japan, through JOGMEC, has deepened its Malaysian engagement and specifically highlighted the country’s dysprosium- and terbium-rich potential.

France is moving through Carester’s partnership with Malaco Mining, including plans for a 13,000-tonne-per-year separation facility in Perak and technology transfer; Japanese participation could broaden that axis further. Belgium is openly discussing Malaysian cooperation and technology transfer involving capabilities from companies such as Solvay and Umicore, while Washington’s critical-minerals agreement with Kuala Lumpur is explicitly designed to facilitate greater U.S. commercial participation. Privately held American-Malaysian initiatives such as DTEC have secured access as part of a broader unfolding mine-to-magnet story.

The strategic prize is bigger than mining: Malaysia wants foreign capital and technology without remaining merely a quarry for richer nations. Its restrictions on unprocessed rare earth exports and push toward separation, metals, magnets, and recycling reveal the emerging bargain of Great Powers Era 2.0: countries possessing strategic resources increasingly intend to move up the value chain and keep more of the economic value at home.
