The Japan Organization for Metals and Energy Security (JOGMEC) is a Japanese government agency under the Ministry of Economy, Trade and Industry (METI), headquartered in Minato-ku, Tokyo. Established in 2004, JOGMEC safeguards the nation’s supply of oil, gas, metals and critical minerals through exploration support, overseas investment, technology development, mine-pollution control and strategic stockpiling. It runs Japan’s national rare-metal stockpile, set up in 1983 as a government-private system. In rare earths, JOGMEC and Iwatani decided in March 2025 to invest up to 110 million euros in equity and debt in France’s Caremag, which is building a rare earth refinery at Lacq designed to process recycled material as well as concentrates. In October 2025 REalloys said it had signed a memorandum of understanding with JOGMEC to collaborate on rare-earth development and supply.
