Malaysia's place in the rare-earth supply chain rests on separation more than mining. Lynas Rare Earths runs the Lynas Malaysia plant in the Gebeng Industrial Estate near Kuantan, Pahang. It cracks and leaches Mt Weld concentrate from Western Australia and takes mixed rare earth carbonate from Lynas's Kalgoorlie plant. Both are separated into NdPr oxide and heavy rare-earth oxides, including dysprosium, terbium and samarium. Its water leach purification (WLP) residue carries low-level naturally occurring radioactive material, and federal regulators have written residue conditions into its license renewals.
Malaysia's own rare-earth mining targets ion-adsorption clays. MCRE Resources recovers lanthanide carbonate by in-situ leaching with ammonium sulfate at Kenering in Hulu Perak, the site of a government-monitored pilot for non-radioactive rare-earth mining. Illegal rare-earth mining has been penalized in Kedah's Bukit Enggang Forest Reserve.
Federal policy restricts raw rare-earth exports so that value is added at home. The natural resources ministry has told Parliament that Malaysia did not yet have a plant able to separate high-value rare earths and had to consider talks with companies such as Lynas to process local ore. The open question is whether Malaysian clay feed goes to Lynas's heavy rare-earth circuit or a new domestic separation plant.
