About Estonia
Estonia has a midstream rare-earth industry and no rare-earth mining. The Silmet plant in Sillamäe separates mixed rare-earth carbonate by solvent extraction, on an industrial site with a long history of uranium-ore processing. Neo Performance Materials, headquartered in Toronto, owns the plant through its subsidiary NPM Silmet. A small-scale line there separates dysprosium and terbium. In Narva, also in Ida-Viru County, Neo built a sintered NdFeB magnet plant and plans to supply it with oxides from Silmet.
Feedstock is the weak link. By Neo's disclosure, most of Silmet's rare-earth feedstock has come from a Russian supplier, and keeping that supply open has drawn Estonia into EU sanctions decisions. Neo has said Silmet will move to new suppliers. One planned source is Carester of France, whose mixed carbonate Neo has agreed to process under a binding term sheet. Neo describes the new feedstocks as chemically and physically different. How well the plant processes the new feed has yet to be shown.
Estonian phosphorite contains rare earths. A Geological Survey of Estonia study found extraction from the deposit it examined uneconomic with current industrial technology. The Ministry of Climate treats phosphorite as a strategic mineral reserve.
