The next rare-earth superpower may not be a country. It may be a network. An August 12 Atlantic Council analysis argues Europe cannot realistically replicate China's entire rare-earth ecosystem by 2030 and should instead pursue resilience through allied suppliers, price floors, offtakes, and stockpiles. That conclusion closely overlaps Rare Earth Exchanges' Great Powers Era 2.0™ thesis: economic and national security are converging, and the winners will increasingly be interconnected industrial networks—not isolated national champions.

Atlantic Council correctly emphasizes China's roughly 91% share of refined magnet rare earth production and Europe's difficulty financing its Critical Raw Materials Act ambitions. But Europe is moving more aggressively than Washington headlines suggest—often with less money and considerably less fanfare.
France's Carester/Caremag captures the emerging model. Caremag secured €216 million, including €106 million in French public support and up to €110 million from JOGMEC and Iwatani's Japan France Rare Earth Company, coupled with long-term Japanese access to heavy-rare-earth oxides. USA Rare Earth has signed definitive agreements for approximately 13.6% stakes in Carester and Caremag, connecting prospective Serra Verde and Round Top feedstock with French separation and Less Common Metals' European metal-and-alloy capabilities.
Meanwhile, Neo Performance Materials commissioned a small-scale Dy/Tb separation line at Silmet and is ramping its 2,000-tonne-per-year European magnet facility in Estonia, with a potential expansion to approximately 5,000 tonnes.
That is Great Powers Era 2.0 in practice: stop building isolated companies; start connecting allied nodes.
The Missing Link: Qualified Tonnes
Atlantic Council gets the strategic direction right. But friendly flags do not make a supply chain. Feedstock, separation, metals, alloys, magnets, financing, qualification, workforce, and customers must connect commercially.
An alliance is not yet a supply chain.
The Organization
Atlantic Council — Founded in 1961 to strengthen the transatlantic relationship, the Washington think tank remains institutionally oriented toward NATO, allied cooperation, and international engagement. It describes its work as intellectually independent, while its disclosed donors include U.S. and foreign governments and major defense, energy, technology, and financial companies. That does not invalidate its analysis, but its distinctly Atlanticist lens should be understood.
