About Saudi Arabia

USGS lists no rare-earth mine production or reserves for Saudi Arabia. The Kingdom's rare-earth effort is state-led, pairing a planned separation plant with a search for domestic deposits to feed it.

The Mining Investment Law, as the government's Saudipedia describes it, makes mineral deposits the property of the Kingdom. Maaden, the Riyadh-based miner listed on the Saudi Exchange, carries most of the work.

Maaden's technical partner for separation is MP Materials, with backing from the U.S. Department of War. Maaden would operate the planned plant, which MP says is designed to take feedstock from Saudi Arabia and other regions and produce separated light and heavy rare-earth oxides.

On the resource side, the energy minister told the IAEA General Conference that exploration at the Jabal Sayid project in the Madinah region found ore with high concentrations of heavy rare earths alongside uranium.

The open question is feedstock. A refinery designed for Saudi and imported concentrate needs either a domestic mine that can be financed or long-term supply from abroad.
