About Vietnam
Vietnam has sizable rare-earth deposits in its northwest but mines little of them. The U.S. Geological Survey estimates the country's output from China's import records, and it cut its reserve estimate sharply after reviewing company and government reports. Dong Pao and Nam Xe lie in Lai Chau, a province bordering China. The Yen Phu mine is in the former Yen Bai province, now part of Lao Cai.
By law, unprocessed ore may not be exported, and only companies the state designates or approves may mine or process rare earths. Dong Pao is held by a subsidiary of the state mining group Vinacomin. A Japanese partner signed a memorandum to cooperate on the deposit, then backed out.
The Yen Phu case showed where state control can fail. A Hanoi court jailed a former deputy environment minister and company executives over illegal mining and export from the mine. Investigators said material from the mine reached China under false customs declarations.
South Korean manufacturers have planned a magnet factory and a rare-earth metal plant in Vietnam. The metal plant would process material from Australia's Lynas under a framework agreement. The question for buyers is whether Vietnamese ore will feed that capacity.
