About South Korea
South Korea mines no rare earths. Its trade minister describes it as a consumer country with advanced semiconductor, electric-vehicle and battery industries that imports most of its resources.
Its place in the rare-earth chain is metals and magnets. The Korean Metals Plant in the Ochang Foreign Investment Zone, North Chungcheong Province, produces NdPr metal and NdFeB alloy. Star Group Industrial makes sintered neodymium magnets for electric-vehicle drive motors at its Hyeonpung plant in Daegu, and Evolution Metals & Technologies makes sintered NdFeB magnets in Pohang through its subsidiary KMMI.
Korean companies and state bodies also work abroad. POSCO International signed an agreement with ReElement Technologies to form a joint venture for rare-earth separation in the United States. The geological institute KIGAM and the state mining agency KOMIR have worked with Vietnam's Institute for Technology of Radioactive and Rare Elements on processing bastnäsite ores.
The open question is feedstock. When Star Group opened its Hyeonpung plant, the trade ministry said the company was working to shift its neodymium supply from China toward Australia and Vietnam. How far Korean magnet makers get with that shift decides how exposed they stay to Chinese export licensing.
